For dynamic DNS you may want to check out http://www.zoneedit.com . Their service is free for up to 10 different fully qualified domains. It very easy to use, and allows e-mail forwarding so you can keep the same e-mail address eventhough your ISP might change (ie att -> comcast).
Just buy your domain name from the company that will give you best deal making sure you can have them make the ZoneEdit's DNS servers the start of authority for your new domain. Most DNS registration services allow this from what I've seen. Then setup your account settings in ZoneEdit. It's great. You can also use scripts to update your IP address when it changes in windows and linux (yes they actually support Linux). Did I mention it was free and can use a fully qualified domain name so your not stuck with BajoPVR.lameDynDNS.com. Check 'em out. They have a pretty good FAQ that should answer most questions.
