While you're recording a program, it could theoretically do so.

specifically, would I be able to "channel surf" on my pocket PC if I have it configured on my PC at home?

not yet because there is no way to control the tuner from your pocketpc. I'm waiting for this as well, but in the meanwhile I am streaming shows to pocketpc without any problems.

In version 3.0...
But it only works with betas 1 & 2

I would hardly call SS streaming. If they utilized Windows Media Services, then yes. I frequently have folks trying to watch my movies from the Internet using my broadband, it with only one person playing the video, it is extremely chopping and sound/video are wayyy out of sync.

There must be multiple variables involved here including the speed of your server, the speed of your broadband connection, the number of hops to the client.

What's video streaming like on your home network?
