Hardware upgrade thoughts???

My system is experiencing skips and freezes alot when watching HD channels. I'm considering upgrading my system to see if the symptoms go away. I have a few questions first. My system hard drive is a twenty gig drive that only stores OS, SS applications, and a photo archive. It only has about 4 gig of free space. Does HD buffer anywhere on the system drive that would cause these skips and freezes or is my video card or processor the problem? Has anyone out there switched from an ATI 9600 to a nwere graphics card and seen significant improvements? Obviously I'd like to get out of this the least expensive way possible.
