Hauppage / MYHD MDP-120 / Fusion HD3 QAM-T

Couldn't get the Hauppage PVR350 installed on my computer. (only PCI slot available was the one furthest away from AGP slot).

Anyway, now considering the Hauppauge external usb TV card, along with the above others.

I only want to watch the occasional TV show on my computer, and possibly sometime record to my HD...

I have cable internet in this room, which I have split so that I am ready for the TV card... questions:
1) Because we have digital cable, is it true that in order to get the TV signal to the TV card, I need another Motorola digital tv-cable set-top box for the computer room?
2) Is this system ok for what I want to do?... Asus P4C800E MB, Pent 4 3.2c cpu, 1 gig of memory, nVidia BFG 6800gt video card(256mb), Santa Cruz sound card, Win XP-Pro serv. pack 2, direct X 9.0c

Any ideas welcome...
