Which one?

I have just one question to ask. I currently have the ATI 9700 PRO 128 video card in my PC, is this video card ok or should I buy one of the Hauppauge video cards.

The videocard is more than ok, its near perfect. But you should buy a Hauppuage Hardware encoder to capture video (from either cable or an external box). The ATI is only for displaying video.

Or a software encoder would do just fine if you want to save money. But hardware encoders are highly recommended for low CPU usage and high PQ.
