Cannot change channels: Explorer 3250HD

I just recently purchased the items listed below and currently waiting for those items. In the mean time, I am able to use my HDTV TV Tuner on my Sony VIAO VGN-AR250G and can change the channels on my Scientific Atlanta Explorer 3250HD using MCE with the MCE remote control and IR USB Blaster that came with my laptop. I cannot change the channels on my 3250HD when using the Beyond TV 4. How can I change the channels on my box with the above setup and future setup? Is there anything else that I need to purchase along with the items listed below to change my channels on the Explorer 3250HD? Software? Any information will be greatly appreciated.

I use a USBUIRT and have that same cable box. Works fine. I believe that snapstream carries them in their store.
