Can I watch Live TV?

Hi,

I want to by this so I can watch TV from different desktops in my office. We have commercials running on TV and need to be ready to answer the calls when the commercials run.

A slight delay is ok (1 - 2 Secs)

So my question is can we just use this to watch live tv?
can we use this to listen to live Radio?
