OK how about how you are changing channels, IR blaster, USB-UIRT. Is it possible something else in the house is sending out IR codes?

no. BTV thinks it's still on the same channel. Sometimes it will randomly change to static and other times it will change to another channel. BTV still registers the same channel though.
edit: it happens with all IR devices removed.
