.TS files to DVD?

I have several 1/2 hour PBS shows that I want to transfer to DVD. I've trimmed the shows down to approx 27min.

Without losing quality (or at least the best quality DVD can offer), how many of these shows could I fit on a single-layer DVD? Dual-Layer DVD? I don't need fancy menus, just a simple one to pick each show.

I have the VideoRedo TV Suite. Would this still be the best program to use? If not what are some other suggestions?

I use ConvertXtoDVD to burn DVDs for friends. It automatically selects compression ratio based on amount of content you want to fit on a DVD. Before you burn converted files to DVD, you can preview .vob files to see if quality is acceptable for you.
Despite ConvertXtoDVD allowing impressive selection of input formats, I am not sure if ConvertXtoDVD supports .ts files though. Try it, you will see :-)
However, since you mention that you own the VideoRedo TV Suite, you can use it to save your files in .mpg format instead and use those with ConvertXtoDVD.
I have not used the VideoRedo TV Suite for a while, but I have this feeling that newest versions have support for DVD burning or conversion of files to DVD format... Check it out. Its very possible that the VideoRedo TV Suite is all you need.

Are yyou looking to make a video DVD that wil play in any DVD player or a data DVD that can be played by another PC or "universal" DVD player?

Video DVD in a standalone player.

Basically trying to find the best option/software for the job.
