The ATI card you use must be a software encoder, I am assuming this because of the CPU usage while recording. A hardware encoder would typically use less than 10%. You are going to have trouble playing back and recording at the same time if it is a software encoder. Your system specs would be fine if you had a hardware encoder. Your system is more powerful than mine( See sig) and I run 3 tuners and can watch a recording while all three are in use. My tuners are hardware encoders so they use very little CPU while recording. If you get a hardware encoder you should have no problems.
