internet streaming television from beyond tv

I've got my server set up so I can http into the server and etc. but when I go to the television tab I get the you need to set up software based hardware tuner for streaming. So my questions are as follows:

Do I need to dedicate tuners specifically for windows media streaming that can only be used for the function?

Is it some kind of special card to do software streaming?

What are some cards you all have used sucessfully for this job. I really need USB options b/c I have 3 650pro cards that are dedicated to SD/HD content recording. However could I use one of the SD tuners for streaming media b/c I don't really use the SD function all that much b/c most shows I watch are on HD OTA.

What kbps will give the best bang for buck when streaming from the bt server.
