BTV Link install issues - Generic application error D3D

I have tried to install Link 3.7.4 tial on my laptop with no success. I recieve the error "generic application error. Enable debug output for detailed information. The D3D application will now exit" when I try to start the Link app.

Based on searches I have upgraded my Directx to v 9 and run DXDIAG to confirm things are ok in this area.

I am running

W2K
ATI Rage Mobility M1 AGP graphics card
DirectX9
BTV 3.7.4 on server
Hauppauge 250 card

Any ideas on next step or am I out of luck? How do I enable debug? Is this something to do with chipsets that dont work with Link.
