Hardware recommendation (for composite out)

I am hoping that someone can recommend a good graphics card (especially) and system (RAM/processer) for the best possible quality playback to a composite television.

Currently I am running a laptop with GBPVR (girder changes the channels) and a Plextor Convertx PX-M402U USB TV tuner...but my Inspiron 1100 [which is dieing, and which I use for other things which can interfere with recording]'s TV output is so poor that I basically only use the system to watch things that I accidentally missed (and I do that by having a batch file nightly copy the files to a bigger [on-lan] drive...takes hours on my 802.11b wireless...and then burning them to DVD.)

I am hoping to build a budget system which will incorporate the Plextor, but use BeyondTV and the Firefly remote (and actually do bright sharp playback and maybe even be girlfriend-usable).

The main thing is that I do not have s-video or hdtv (nor am I likely to get a new TV soon enough to need a video card that support them now [hdtv particularly]) so the graphics card needs to have composite out. I had just about settled on an all-in-one $70 motherboard with ATI Radeon XPRESS 200, but someone in the forums mentioned getting fuzzy output from theirs.

I have, of course, seen the official system requirements, but I am hoping that someone can point me to the "real world system requirements". Most of the recommendations for cards have been for HDTV users (and that is far enough off for me that I will probably be on another system by then, etc..)

Basically I am looking for what kind of card/cables one needs for as sharp a playback as the Convertx (which does have artifacts in even its highest settings I have found) will be able to do....and what kind of processor will get good zippy response out of the software/firefly remote.....

......enough so that the girlfriend feels that she is using/watching a tivo-esque video component, not waiting around on a cobbled-together computer that only I understand....but without breaking the bank on "bigger is always better" stuff that will exceed the abilities of the Plextor/composite TV anyway.
