White flashes in video?

I've seen a lot of post stating choppy video but none mention what looks to me like white flashes in the video. It appears to happen mostly on Fox on my cable lineup so i won't say that it's not the cable company. However i was wondering if anyone else had experienced something similar?

And if so what (if anything) they had done to fix it.

My system is an AMD XP 2000 with a gig of ram, dual pvr-250btvs and WD serial ATA 160gb Dedicated Drive. It's running XP Pro SP2. Beyond TV is it's only purpose in life so there's nothing else running on it... not even AV software.
