using a modulator before input to Tuner card

My satellite box is set to output on (coax) channel 3, I run that to a modulator that moves it to channel 16 before running into my tv tuner card.

When I setup the PVS device I set it to channel 16, it allows it but I am getting no audio/video (I can change channels via the serial cable to the satellite box).

Is there any chance the PVS really only would work for channels 3/4 when selecting a satellite tuner?

the problem might be that the tuner on the tuner card isnt being set to channel 16, try setting ss up as standard cable / no box and seeing if you can get video on channel 16, the modulator might not be sending out a signal strong enough to get a lock

I know there is an issue with ati cards not being able to lock the tuner on to specific channels for a similar setup

do you get video if you use the pinical's tv app?

yep I get video (on 16) with Pinnacle's app

that's the part that confuses me, if it works in Pinnacle's app (audio and video) on Channel 16, why can't I get it to go with PVS

and if I use "standard cable/no box"

I'm at work right now so can't try it just yet,
but wouldn't that mean I would loose my Satellite guide and related features?

try doing the standard cable no box thing I mentioned and dont setup a .net account so it will scan channels and see if snapstream can actually control the tuner on that card you might have drivers that are incompatible or something might be setup wrong
