Library Folder Permissions?

Is there any documentation on this? I have been trying to figure it out for a few hours, but I cannot deselect any of the groups when creating a new user....has anyone got this working?

Edit the folder you want to change the permissions too.
Enable Folder Security and then select your groups.

Hold down CTRL to select multiple groups
