Can't view live TV...Vista/BTV4.61/ATI 650

That's ATI Theater 650 Pro tuner card, new Dell.

No audio or video in Setup Wizard "test" section. It worked once and then failed, despite

-- many reboots

-- uninstall and reinstall BTV

-- Disabled "Windows Media Center Receiver Service" and other media player entries

-- Ran BTV wizard, uninstall and reinstall tuner

-- Reinstalled ATI drivers

The wizard cycles thru many digital-tuner DVV channels, all report "Success!" and signal strength zero (What does "success!" mean?) I tried another connection to the UHF antenna, no help.
