TV card picture not acceptable

I purchased the software/hardware bundle through snapstream so I got the winTV hipaugue TV card. When I hook the card up to cable connection the channels are very snowy, so much so that it is unwatchable (this is realtime not just recordings). Some are better than others but they are far to snowy. If I hook a pair of cheap rabit ears up and set the card to use antenna the picture comes in much clearer but not on all the channels ( mostly because I am too far away for a good signal). I have hooked the cable to the TV and my quality is fine on a regular TV so it seems to be the TV card. Did I get a bad one? All other aspects of the snapstream program work fine and I can get some nice quality recordings on the ONE good channel I can get in Antenna mode.
