SmartChapter generation: Failed to connect the video decoder to the video analyzer.

SmartChapter generation: Failed to connect the video decoder to the video analyzer.

I just upgraded to version 3.4.1 and when I tried to generate "smartchapter" info, I got this error in my log:

Failed to connect the video decoder to the video analyzer. (80040217)
ChapterGenerator::AnalyzeVideo - Failed to build the analyzer graph.

I tried uninstalling, rebooting and reinstalling and am still seeing the problem.
