Stuttering and lines on live tv

ok today i bought a Ati Tv wonder VE and downloaded the trial of snapstream... after everything was set up i click live tv and it is crazy choppy... only after recording can i watch a show without people jumping around (kinda like lag in a game) even the recording has problems though... you can see like lines whenever people move... this is on BEST quality.

My system stats are...
Windows XP
Pentium 4 1.5 ghz
512 MB SDRAM
Geforce 4 TI 4200 64mb

if im using an ATI tuner card can i still use nvidia NVDVD... so if i send the picture to my tv the lines will dissapear... also can you really fast forward live tv? like through commercials and stuff?

ok for de-interlacing should i choose software, software (progressive fields), or hardware?

btw tried the NVIDIA decoder its better less choppy but still kinda slow and a little more blurry

try all three and see wich one works the best, if you are sending the signal to the tv set then you should set it to disable.
