A free alternative to PVS is
the Open-Source DivX MPEG-4 Player for CE 2.11/PocketPC. The main program is just 53 KB and you can even have the source code.

Video files are about half as large as SnapStream's estimates and the quality is excellent - just viewed 60 minutes of video from a half-full 64MB flash memory card - provided you convert it correctly. Notice that I cannot compare it to SnapStreams PVS because I still use Windows NT and will soon switch to Linux. ;-)

Any avi video can be converted via VirtualDub (which is also Open Source; http://www186.pair.com/vdub/). My settings are
* standard DivX video (not high/low motion since those cannot yet be played back!)
* audio: 16kBit 11.025kHz Mono MPEG-3 (preferred)

Of course it is not as comfortable as PVS but for me it works fine.
