I already did install DirectX 8!!!

Even though I have installed DX80NTeng.exe several times already on my W2K Pro system, I still get this error message:

ICaptureGraphBuilder2::SetOutputFileName failed.
DirectShow capture requires DirectX 8 to be installed.

Since I have not heard from anyone on this, I'll answer my own question. <G> I put in a totally new hard drive and reloaded W2K Pro (which comes with DirectX 7) and then put DirectX 8 on it immediately after the operating system installation. Finally, I loaded the SnapStream software and it worked! So, it appears that some other piece of previously loaded software scrambled it up so that either DirectX 8 couldn't completely install (even after repeated attempts), or else SnapStream was mislead into thinking a different version was loaded. DXDIAG.EXE showed me version 8 was loaded, but SnapStream said it wasn't.

Anyway, the only other software I had ever loaded on that machine which updated DirectX was Unreal Tournament. So, beware, if you have previously updated DirectX.
