I just don't get it. I change the local password, message says successful, restart for changes to take place, I do that and that password resets back to snapstream.

Can you give a step by step?

I'm seriously thinking that snapstream has problems for some reason, saving configurations.

I'm having problems where no matter how I configure the capture card input, it gets reset back to composite when it records. Like snapstream isn't saving the changes I make.

I had the same problem, what I ended up doing was un-installing the complete program and re-installing and the problem went away.

The beta3d version has a bug that prevents the password changing feature from working correctly. As a temporary workaround, you can change the password by opening the file named ssd.ini in the main SnapStream directory (usually c:\program files\snapstream pvs) using a text editor like Notepad. Look for the line that says Password=snapstream and just replace "snapstream" with the password of your choice. Make sure PVS is not running when you do this or your changes may not be saved. This will be fixed in the next release, which is going to be available soon.
