I have tried using SmartSkip yet it does not appear to find any "commercials".
My input is from a Dish Network receiver. So, the output from BTV is a 480x480 compressed feed that is streched to 720x480 by the receiver then compressed by my 250BTV at 720x480.
I am running at 8mbit. Should I expect this to work?

Not sure I understand that sentence.
SmartChapters work just fine with Dish Network recordings. Some channels it's perfect, some not as good, but still useable.

I was not sure if the multiple stages of compression and streching were interfering with the chapter creation. I will turn it on again.

I'm still confused, sorry. No idea where to turn that compression on or off.
I just take the s-video out of the D/N receiver and voila. SmartChapters work just fine.
Sounds like you're overcomplicating a simple problem?

I find this is very channel-specific. As merrypig indicates, the way in which a channel cuts in and out of commercials has a significant effect. On my Comcast cable feed, Smartskip works perfectly on some channels, and not at all on others.
