Question The Good Way to Burn Low Quality Video?

I have some low quality videos. I want to know what is the best way to burn them into DVD-R if possible or CD-R if necessary.

The original video were recorded in VHS in "EP" quality. The video quality by then was already not good. Basically, the video quality is so low that I cannot tell any difference whether I capture it in "Fair" or "Best" quality (using PVR-250 and Beyond-TV). This is fine with me because I am willing to trade video quality for fitting more videos in one DVD or CD.

Now I have 7 low quality videos available in MPEG2 format (each only takes 1/2 GB). I am wondering which way should I burn them. I want to burn them in one DVD; but I come across messages in this forum that Beyond-TV "Fair" quality is not DVD-compliant. Can I burn them in VCD?
