Here's a link where you can find various editors, demultiplexers etc. Many are freeware. If you are just working with the simple Mpeg generated by the common encoders (like ATI AIW, Hauppauge, etc) that only have one video stream and one audio stream (usually stereo) then any utility with a demultiplex option should do the trick. If you are talking about multi-track commercial DVDs, then you might need something fancier. (like a ripper application)

One very simple freeware application that I use often to adjust bit rates is ReJig. It's very simple and also has a demultiplex option. (and is free) I don't know if ReJig is on that web site. If not do a google search for it. Otherwise there's a lot to choose from at the following web site.
