1. No, not at the moment.

2. Viewing two pictures on the same computer at one time isn't possible. It is possible to use Beyond TV Link on a second PC and to watch another live TV stream or a recorded TV show at the same time. And if you wanted to watch live TV of two different channels, you'd need at least two tuners.

3. You could also use two PVR-150s in one computer (or two of most any card, for that matter). If you are specifically looking for a single PCI card with dual tuners, the only other such card that I know of is the nVidia DualTV MCE. There's more information about multiple tuners in Beyond TV here:

4. Windows XP Home is sufficient. Windows XP MCE can be present too, but because of the way MCE locks the tuners in a system, you'll have to do manual work to get Beyond TV to work on an MCE system. See these two KB articles:
